US Russia Sanctions Bill Clears House, India Faces 100% Tariff Risk
The US House has passed a Russia sanctions bill giving President Trump authority to impose tariffs of up to 100% on countries including India and China that buy Russian energy.
The US House of Representatives has passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, giving President Donald Trump the authority to impose tariffs of up to 100% on countries that continue purchasing Russian oil and gas. The legislation cleared the House by a 262-159 vote after previously passing the Senate and now goes to the White House for presidential approval.
India and China are among the countries identified in the legislation as potentially subject to the tariff provisions. The bill also targets Russia’s leadership, energy sector and vessels associated with sanctions evasion, while expanding measures against Iran.
The legislation does not automatically impose a 100% tariff on Indian or Chinese goods. Instead, it gives the US president authority to apply duties of up to that level under specified conditions. The measure includes provisions allowing exemptions or adjustments in certain circumstances.
The development comes as India remains a major buyer of Russian crude and could add uncertainty to ongoing India-US trade discussions. India has said it will take necessary steps to protect its trade and economic interests and maintain energy security through diversified sourcing.
The bill is intended to increase economic pressure on Moscow over the war in Ukraine by targeting revenue from Russia’s energy exports and countries that continue to purchase them.
