In a rare and striking turn of events, the Enforcement Directorate (ED) found itself on the receiving end of a police action after the Jharkhand Police conducted a search at its zonal office in Ranchi. The move has sparked legal, political and institutional debates, prompting swift judicial intervention.
According to official sources, police personnel visited the ED’s Ranchi office following a complaint filed by Santosh Kumar, a former employee of the state’s drinking water and sanitation department. Kumar alleged that he was assaulted by ED officials during questioning linked to an ongoing investigation into an alleged water supply scam.
As part of the inquiry, Jharkhand Police collected CCTV footage from the ED office located on Airport Road in Ranchi. The police team reportedly included senior officers, indicating the seriousness with which the complaint was being examined.
High Court steps in
The unusual police action led the ED to approach the Jharkhand High Court, seeking relief against what it termed an unwarranted probe. The court subsequently stayed the police investigation against the ED in the assault case.
Justice Sanjay Kumar Dwivedi, while hearing the matter, directed that the Ranchi Senior Superintendent of Police be held responsible for any security lapse at the ED office. The court also instructed the ED to make the Union Home Secretary a party to the case and ordered enhanced security for the agency’s premises.
Following the court’s directive, central paramilitary forces such as the CRPF or BSF are to be deployed to safeguard the ED office and its officials, highlighting concerns over the safety of central agencies operating in politically sensitive environments.
ED’s counter-claim
During court proceedings, the ED informed the bench that Santosh Kumar is an accused in a case involving an alleged ₹23 crore scam. The agency claimed it has already recovered approximately ₹9 crore during the investigation, asserting that the interrogation was part of a legitimate probe.
Political reactions intensify
The incident has triggered sharp political reactions in Jharkhand. BJP leader and Leader of Opposition Babulal Marandi alleged that the police action could be an attempt to tamper with sensitive evidence in cases linked to chief minister Hemant Soren.
Marandi claimed that crucial evidence related to alleged corruption cases could be at risk under the guise of police investigation, a charge that has further escalated tensions between the state government and central agencies.
The controversy also revives memories of earlier confrontations between state police forces and the ED in other parts of the country, reinforcing concerns over institutional clashes amid politically charged investigations.
As the legal process unfolds, the Ranchi episode underscores the growing friction between central investigative agencies and state administrations, raising broader questions about jurisdiction, accountability, and the balance of power in India’s federal structure.
