IRDAI is considering introducing insurance commission caps from January or April 2027. The proposed reforms aim to reduce distribution costs and expand insurance coverage, but industry players have warned of revenue losses and potential job cuts.

IRDAI is considering a January or April 2027 rollout for proposed insurance commission caps and wider distribution reforms.
The Insurance Regulatory and Development Authority of India (IRDAI) is weighing January 1 or April 1, 2027, as the start date for proposed insurance distribution reforms, including caps on commissions paid to brokers and other intermediaries.

The proposals cover life, health, property and casualty insurance, alongside tighter limits on insurers’ management expenses that would be phased in over five years. IRDAI aims to control distribution costs, improve affordability and expand insurance penetration.

Why Does IRDAI Want to Cap Commissions?

The regulator believes commissions have grown faster than premiums since distribution rules were relaxed in 2023, without a corresponding increase in insurance coverage. It has also raised concerns about additional rewards paid to distributors, which can significantly increase their earnings beyond base commissions.

The proposed framework includes incentives for distributors serving smaller towns and rural areas, where insurance coverage remains a priority.

Brokers Warn of Revenue and Job Losses

The proposals have drawn objections from insurance brokers, banks and digital platforms concerned about their business models. The Insurance Brokers Association of India has warned that as many as one million jobs could be affected.

Analysts have also flagged the possibility of sharp declines in fee income for some banks and digital brokers. Jefferies estimates that a proposed 10% reduction in new-business commission rates could translate into a 10%-12% earnings impact for platforms such as PB Fintech and Turtlemint.

IRDAI has rejected concerns about large-scale job losses, arguing that wider distribution and easier entry for new participants could create employment opportunities.

When Will the Rules Take Effect?

The implementation date remains undecided. Stakeholders can submit feedback on the consultation paper until October 25, after which IRDAI will review responses and proceed with further regulatory consultation before finalising the framework.

The final timeline will determine how quickly insurers and intermediaries must adapt to the new commission structure.
