What Is a ‘Form 47 Government’? India Mocks Shehbaz Sharif Regime at UN

India used the term “Form 47 government” to question the legitimacy of Pakistan’s Shehbaz Sharif-led coalition at the UN, reviving allegations of vote manipulation during the February 2024 general election.

India took a swipe at Pakistan’s Shehbaz Sharif-led government at the United Nations General Assembly (UNGA), calling it a “Form 47 government” and accusing Islamabad of failing to tackle terrorism while focusing on misinformation and narrative-building.

Indian diplomat Raghoo Puri used the term during a session on Pakistan, linking it to allegations surrounding the country’s February 2024 general election. The phrase has frequently been used by former prime minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) to challenge the legitimacy of the coalition government.

What Does ‘Form 47’ Mean?

Pakistan uses Form 45 to record votes counted at individual polling stations, including the votes received by each candidate. Form 47, meanwhile, consolidates polling-station results into a provisional constituency-wide tally prepared by the returning officer.

The controversy began when PTI alleged that figures on Form 45 did not match those recorded on Form 47 in several constituencies. The party claimed that PTI-backed independent candidates who had won according to polling-station results were subsequently shown as defeated in the consolidated results.

Why Is the Term Controversial?

Despite Imran Khan being jailed and PTI candidates contesting as independents after the party lost its election symbol, PTI-backed candidates emerged as the largest group, winning 101 seats. The Pakistan Muslim League-Nawaz (PML-N) subsequently formed a coalition government with its allies.

A Commonwealth Observer Group report also raised concerns about election documentation, with reported findings pointing to altered forms and discrepancies in some constituencies.

The allegations remain central to PTI’s challenge to the election’s credibility. By invoking “Form 47 government” at the UN, India brought that domestic political dispute into its criticism of Pakistan’s government and its counterterrorism record.
